Overview
The Capital Projects Process project seeks to strengthen and clarify the capital projects proposal process for General Fund academic and administrative units at the Ann Arbor campus. The project will establish a more structured, consistent, and documented process that provides information on the steps to follow, information to submit, when to submit a proposal, criteria used to evaluate a proposal, and what to expect once a proposal has been submitted.
Scope
This project affects General Fund academic and administrative units on the Ann Arbor campus.
Goals
The goals of the Capital Projects Process project are to provide:
- A capital projects process that describes each phase of the process, the information that is needed, who is involved in the process, and the institutional guiding principles for decision-making.
- A restructured capital projects process that requires units to submit capital project requests at the same time each year. This enables proposals to be reviewed at the institutional level at the same time to determine institutional needs and priorities.
- Units with the autonomy to make decisions on lower-cost construction and renovation projects, as appropriate.
- Office of the Provost approval higher-cost construction and renovation projects, and projects that affect other units or the institution as a whole.
- Guidelines and templates for units to use to describe capital project needs and provide specific types of information that are needed for institutional review.

8/08: Reminder - General Fund academic and administrative units requesting a new capital project must submit a Statement of Need to Philip Hanlon, Vice Provost for Academic and Budgetary Affairs, by September 15, 2008. All templates, forms, and other materials related to the capital projects process are available in the Guidelines section of this site.
5/08: The capital projects process, guidelines, and supporting materials and templates were released to campus in late April and took effect May 1, 2008 for the Ann Arbor campus. Visit News and Events to read the campus announcements.
4/08: The feedback from the pilot units has been incorporated into the Capital Project Guidelines and supporting documents. The updated versions are being reviewed and will be announced at the end of April. The Capital Projects Process and Guidelines will be released to campus and take effect May 1, 2008.
2/08: The new Capital Projects Process, guidelines, and templates are currently being piloted by Art and Design, Dentistry, Engineering, and LSA. The units are reviewing the process and related materials in detail to ensure that they can address the proposal requirements with information that they have available or can obtain. The pilot ends in mid-March.
While the pilot is in progress, we are planning all communications needed to inform various audiences of the campus rollout of the new process and materials later this spring.
12/07: In Fall 2007, the new capital projects process and templates were reviewed and approved by the following groups and individuals:
- Space Utilization Initiative Steering Committee
- U-M Capital Projects Committee
- Architecture, Engineering, and Construction (AEC)
- Academic Programs Group (APG) Budget Subcommittee
- Units budget administrators and/or facilities managers from Engineering, LSA, Medical School, and Public Health
The new process was also explained to the Executive Officers and President in September, and shared with the Academic Programs Group (APG), Associate Provosts and Associate Deans Group (APADG) and the Budget Administrators’ Group (BAG) in October. Following final revisions, the process and templates will be piloted with a few units in winter/spring timeframe.
