announcement of new food service planning and review process

Dear Colleagues:

We are pleased to announce that effective March 9, 2009, a new food service planning process will be in place for General Fund academic and administrative units and units in the Division of Student Affairs on the Ann Arbor campus.

Food operations have always been a fundamental part of the campus experience and provided the U-M community with places to relax, refuel, and collaborate. In recent years, however, the interest in providing food operations for social gathering and convenience, particularly in non-traditional locations, has increased, prompting the need to approach campus food service planning and placement more thoughtfully and strategically.

A new food service proposal process, guidelines, and tools have been developed to provide units and central administration the information necessary to identify and assess the need for food operations, determine financial viability, and better understand the potential impact of new establishments on nearby businesses. A new Food Service Review Committee also has been established to share expertise in campus planning, food safety, procurement, facility design and construction, and student and academic affairs and to make sure that food service proposals meet campus needs. We believe that this coordinated approach will result in food service operations that support the overall needs of the University, promote community building and cross-unit interaction, represent the highest and best use of space, and ensure institutional financial responsibility.

The new food service planning process includes:

• An overview of the University’s planning philosophies and strategies
• Clearly defined roles and responsibilities during all phases of the process
• A list of required project approvals for proposal, procurement, design, construction and licensing
• Proposal forms and tools to define and evaluate needs
• A new Food Service Review Committee to review food service proposals, consult and advise units, and make recommendations to the Provost, Chief Financial Officer, and Vice President for Student Affairs
