    UNIVERSITY GOVERNANCE AND ORGANIZATION

    The Board of Regents and members of central administration meet regularly to set policy and direction which guides the University. The President works closely with the other Executive Officers, including the Chancellors of the Flint and Dearborn campuses and advisory groups, meeting regularly with them to discuss both strategic and operational policy matters. The University has a strong tradition of decentralized responsibility and decision-making. Deans and directors have a great deal of autonomy in allocating resources to support programs and initiatives for their units, and in fashioning collaborations with other schools, colleges, and divisions. The administrative structure of the University is designed to balance the autonomy and accountability, and to ensure coordination and communication, in order to foster a remarkably robust and pluralist environment. To achieve this, the University maintains clear structures that delineate governance and administrative responsibility.

    The University is governed by a Board of Regents, who with vision and commitment to the mission of the University, carry out their responsibilities both to the institution and to the people of the State of Michigan who elect them to their office. The Regents of the University of Michigan and their successors in office constitute a body corporate known as the Board of Regents of the University of Michigan. The Board has general supervision of the institution and the control and direction of all expenditures from the institution's funds. The Board, as often as necessary, elects a President of the University. The President is the principal executive officer of the institution, is an ex officio member of the Board, and presides at meetings of the Board. The Board meets on a monthly basis to establish and review the basic policies that govern the University. Members of this eight-person Board are elected at large in a statewide election, serving staggered eight year terms.

     

    Current Regents:

    David A. Brandon (term expires 12/31/06). Regent Brandon, a Republican from Ann Arbor, received an A.B. degree from the University of Michigan in 1974. He is the chairman of the board and Chief Executive Officer of Domino's Pizza, Inc. of Ann Arbor. He was elected to the Board of Regents in 1998.

    Laurence B. Deitch (term expires 12/31/00). Regent Deitch, a Democrat from Bloomfield Hills, received A.B. and J.D. degrees from the University of Michigan in 1969 and 1972, respectively. He is a partner of Bodman, Longley & Dahling LLP of Detroit. He was elected to the Board of Regents in 1992.

    Daniel D. Horning (term expires 12/31/02). Regent Horning, a Republican from Grand Haven, received a B.G.S. degree from the University of Michigan in 1982. He is an estate planner and agent for Northwestern Mutual Life Insurance Company in Grand Haven. He was elected to the Board of Regents in 1994.

    Olivia P. Maynard (term expires 12/31/04). Regent Maynard, a Democrat from Goodrich, received a B.A. degree from George Washington University in 1959 and a M.S.W. degree from the University of Michigan in 1971. She is currently president of The Michigan Prospect in Flint and president of Planned Parenthood of Michigan. She was elected to the Board of Regents in 1996.

    Rebecca McGowan (term expires 12/31/00). Regent McGowan, a Democrat from Ann Arbor, received a B.A. degree from Lake Forest College (Lake Forest, IL) in 1970. She serves as chair of the Leadership Council of the University of Michigan’s Center for the Education of Women and is a member of the board of directors of the University Musical Society. She was elected to the Board of Regents in 1992.

    Andrea Fischer Newman (term expires 12/31/02). Regent Newman, a Republican from Ann Arbor, received an A.B. degree from the University of Michigan in 1979 and a J.D. degree from the George Washington University National Law Center in 1983. She is currently vice president for state and local affairs at Northwest Airlines in Detroit. She was elected to the Board of Regents in 1994.

    S. Martin Taylor (term expires 12/31/04). Regent Taylor, a Democrat from Grosse Pointe Farms, received a B.S. degree from Western Michigan University in 1964 and a J.D. degree from Detroit College of Law in 1967. The senior vice president of DTE Energy and the Detroit Edison Company in Detroit, Regent Taylor is also active in numerous community, civic, and business organizations. He was elected to the Board of Regents in 1996.

    Katherine E. White (term expires 12/31/06). Regent White, a Democrat from Ann Arbor, received a B.S.E. degree from Princeton University in 1988, a J.D. degree from the University of Washington in 1991, and a LL.M. degree from the George Washington University National Law Center in 1996. She is currently a law professor at the Wayne State University Law School in Detroit. She was elected to the Board of Regents in 1998.

    Lee C. Bollinger, President (ex officio)

     

    Executive Officers

    Lee Bollinger was elected by the Regents in 1997as the twelfth President of the University of Michigan. In addition to duties and functions in conjunction with Board activities, the President of the University exercises general powers consistent with the applicable laws of the State of Michigan and the Bylaws of the institution as are inherent in a chief executive including, without limitation, general oversight of the teaching and research programs; the libraries, museums, and other supporting services; the general welfare of the faculty and supporting staffs; the business and financial welfare of the University; and the maintenance of health, diligence, and order among the students. The President is a member of the University Senate and of each of the governing faculties of the University.

    Chancellor, The University of Michigan—Dearborn (interim) is Bernard W. Klein. The Chancellor serves as the chief executive officer for the University of Michigan-Dearborn, and has oversight of all educational, business, financial, service, and support activities of the campus.

    Chancellor, The University of Michigan-Flint is Juan E. Mestas, appointed by the Regents in 1999. The Chancellor serves as the chief executive officer for the University of Michigan-Flint, and has oversight of all educational, business, financial, service, and support activities of the campus.

    Provost and Executive Vice President for Academic Affairs is Nancy Cantor, appointed by the Regents in 1997. The Provost exercises executive responsibility for all of the schools and colleges, and all of the administrative offices in support of graduate and undergraduate programs. The Deans and Directors of the University’s Academic Units and the Vice President for Research report to the Provost. The Provost is also responsible for the preparation of the annual institutional budget and its recommendation to the Regents.

    Executive Vice President and Chief Financial Officer is Robert A. Kasdin, appointed by the Regents in 1997. Reporting to the President, the responsibilities of the Vice President and Chief Financial Officer include general supervision of finances, property and business of the University and serving as the chief advisor of the President on financial matters. As chair of the Committee on Plant Extension, the Executive Vice President for Business and Finance, along with other executive officers on the Committee, oversees the University's physical plant and makes recommendations to the board regarding construction and renovation.

    Executive Vice President for Medical Affairs is Gilbert S. Omenn, appointed by the Regents in 1997. Reporting to the President, the Executive Vice President for Medical Affairs is responsible for the leadership and management of the Health System, the University of Michigan Hospitals and Health Centers, Michigan Health Corporation, and M-Care. The Dean of the Medical School reports jointly to the Provost and to the Executive Vice President for Medical Affairs.

    Vice President for Government Relations is Cynthia H. Wilbanks, appointed by the Regents in 1998. Reporting to the President, the Vice President for Government Relations has administrative responsibility for the University's liaison activities with local, state and federal officials and agencies in all areas except research, including supervision of offices in Lansing and Washington, D.C. These offices also provide information and research findings that assist government officials and agencies.

    Vice President for Research is Fawwaz T. Ulaby, appointed by the Regents in 1999. Reporting to the Provost, the Vice President for Research is responsible for assisting and advising the President and the Board on matters pertaining to research programs and activities of the University. The Vice President also reviews recommendations of Deans and Directors of other educational and research units with respect to research proposals and development, research budgets, and appointment of personnel under research budgets.

    Vice President for Development is Susan K. Feagin, appointed by the Regents in 1998. Reporting to the President, the Vice President is responsible for coordinating, planning and supervising activities related to planned giving, major gifts and alumni relations, and acts as development counsel to the Board, the President, and the policy-making bodies of the University.

    Interim Vice President for Student Affairs, is E. Royster Harper. Chief administrative officer of the Division for Student Affairs and reporting to the President, the Vice President of Student Affairs is responsible for all programming related to housing, student-community relations, occupational information, religious affairs, counseling, student organizations, health, and the International Center. She provides advice to the Board, the president, the governing faculties and other appropriate agencies on matters related to student affairs and student services.

    Vice President and General Counsel, is Marvin Krislov, appointed by the Regents in 1998. The General Counsel oversees an office staff of attorneys who furnish legal services to the University; provide litigation support and legal advice to the Executive Officers and other administrators; prepare and execute legal documents; represent the University in courts of law; conduct law suits; and formulate and conduct defense.

    Vice President for Communications (open). Responsible for the University's media relations, public relations, publications, and ceremonial and special event services, the Vice President for Communications reports to the President. The Vice President oversees the Office of News and Information Services, Michigan Radio, Marketing and Communications, the Freedom of Information Office, and University and Development Events.

    Vice President and Secretary of the University is Lisa Tedesco, appointed by the Regents in 1998. The Secretary is responsible to the Board of Regents, of which the President is the chair, and performs such functions as may be necessary for the proper and legal exercise of the Board’s authority. The Secretary is the official custodian of the minutes and all supporting documents of the Board of Regents, and of the Seal of the University of Michigan. The Secretary performs such other duties as the Board may assign and is, in addition, an assistant to the President.
